大雨导致房屋地库水浸 蒙市这个地区的业主要告政府

蒙特利尔St-Leonard区一群业主已对区政府和市政府提出集体诉讼，声称市政当局应对大雨期间反覆发生的水浸事故负责。
2019年7月，蒙特利尔St-Leonard区的街道在降雨后被洪水淹没，Belmont街的房屋一些地库再次因为雨水管道堵塞而淹没。几十年来，这一直是个反覆出现的问题。
业主们说水浸发生得越来越频繁，他们指责当地在陆续进行开发项目的同时，市政府没有升级排水系统。
受害人现时通过集体诉讼寻求赔偿，将St-Leonard区政府和蒙特利尔市政府告上法庭。
原告代表律师奥布赖恩 (Charles O'Brien) 说：“每隔两三年就会发生一次水浸，如果没有解决基础设施问题，我担心情况只会变得更糟。”
当地区政府声称已经完成工程以减轻下水道在大雨时面临的压力。
业主们说他们获告知这是他们的问题，而不是政府的问题。
一位业主莫纳科 (Pat Monaco) 说：“政府要求我们安装更多护墙板，以免雨水渗入。”
现时的法律保护市政府免受此类法律诉讼。
法官在法院听取了双方的论点，预计将在未来几个月决定是否批准这起集体诉讼案件。
