魁省拟修例防止租户滥用“租约转让”维持低租金

魁北克住房部长杜兰索(France-Élaine Duranceau，图)表示，租户一直在滥用租赁转让来保持低租金。
杜兰索周一(12日)就魁北克住房法的拟议修改接受了记者的质询。如果拟议获得通过，第31号法案将允许房东阻止租户转让租约——这是一种长期使用的机制，可以避免在转换期间价格上涨。
根据现行法律，租户只要书面通知房东，就可以将租约转让给他人。房东只能够在有“严重理由”的情况下才能拒绝转让。
当新租户搬进来时，他们一般能够承接上一个租户的月租。杜兰索称这不是法例的本意，她说这给与租户不应该拥有的太多权利。
杜兰索说：“这条法例遭到租户滥用，它不应该被利用来维持低租金水平。”
她并认为允许租户转让租约对房东来说是“不公平”。
租户权利倡导者彭特兰-海德(Sebastien Pentland-Hyde)表示，31号法案如果获得通过，将推高全省的价格，因为房东将更容易不合理地提高价格。
他说，蒙特利尔的租金将上涨得更快。 “归根结底，让人们负担得起租金，明显不是本届政府的首要任务。”
