魁北克立法改革医疗系统 将成立“健康局”

魁北克政府计划通过创建一个名为“健康局”(Santé Québec)的机构来改革医疗系统。
卫生部长杜贝 (Christian Dubé，图) 周三(29日)提出了15号法案，旨在提高医疗和社会服务系统的效率。
这份包含1,100多条条款的庞大法案认为每个人都有权获得“充分、持续、个性化和安全”的医疗和社会服务。
省政府将设立负责协调网络运营的健康局，并规定任命服务质量和投诉专员。
该法案还旨在改善院前线医疗服务的组织方式，并建议紧急医疗服务由健康局负责。
魁北克团结党(Québec solidaire)的医疗评论家 Vincent Marissal 称，卫生网络已经“非常动摇”，他指杜贝正在增加“一层不确定性”。
杜贝此前曾预计，该法案出台后将经历更多困难时期。他周三说。 “我们将共同努力，并会取得成功。”
