人口贩运猖獗 魁北克暂停国际收养申请

魁北克政府声称担心人口贩运的风险，暂停了国际收养新的申请。
魁省卫生和社会服务部表示，希望在继续处理任何新的申请前对收养程序进行彻底评估。
尽管有《海牙公约》保护儿童免遭非法收养和绑架，但是国际儿童服务秘书处的普瓦里尔 (Geneviève Poirier) 解释说： “ 过去几年，许多国家 ( 主要是欧洲国家 ) ，以及孤儿的原籍国，没有足够执行《海牙公约》。 ”
无论如何，魁北克一些帮助家庭从海外收养儿童的非营利组织表示，省政府暂停的消息令人震惊。
Enfants d'Orient et d'Occident 董事会主席科特 (William Côté) 表示，魁北克的做法值得商榷，他說： “ 有些国家的政府非常密切地监控和跟踪每一个收养过程，韩国就是一个很好的例子。 ”
科特担心魁北克政府的举措可能损害与其他国家的伙伴关系，并指出自新冠疫情以来，收养人数已经有所减少。
魁省政府强调该决定不会影响已经提出申请的国际收养。
